The Development of the Pū-Rā-Ka-Ū Framework in Hauraki Research and Practice

A hand-drawn rākau showing the four phases of Pū-Rā-Ka-Ū; Pū as the flowering crown, Rā as the branches, Ka as the trunk with pakeke, and Ū as the roots holding a kaumātua with a seedling.

This working paper traces my development of the Pū-Rā-Ka-Ū analysis framework in Hauraki between 2022 and 2026. Pū-Rā-Ka-Ū is a Māori relational framework that reads people’s lived experiences (pūrākau) through unlayering the word’s elements: Pū (origins), Rā (enlightenment), Ka (past, present, future), and Ū (sustaining solutions).

The paper shows what changed in the framework with each project. Research on housing poverty and violence gave it the rākau. Work with survivors of abuse in state care and with Hauraki communities after Cyclone Gabrielle gave it the spiral form. Research with wāhine from gang whānau gave it colour mapping. In practice at Te Whāriki Manawāhine o Hauraki, the four phases have become mauri stages for measuring change with whānau.
